Brass Bowl

I am at a complete loss as to what this sign is for.  I spotted it while rubbernecking at a fender bender (flashing lights draw most of us like a moth to a flame).  It is located at the northeast corner of the Morgan Street and the Lee Roy Selmon Crosstown

While I understand what the palm and tortoise are, its just that the only thing near the sign is a surface parking lot.  No palm trees, and for sure, no tortoise burrows.

Just one of those downtown mysteries.
